Five fires were discussed today: Kilmore, Beechworth, Coleraine, Horsham and Pomborneit.
The rest will be discussed over the next two days.
The first of the written submissions of Counsel Assisting, the State Government and other parties relating to these fires have been posted on the Royal Commission website.
